Abstract
Under Phase II of the EPA’s NPDES program, all municipally maintained storm sewer
systems in urbanized areas and construction sites of 1 acre or more are required to
obtain NPDES permits. This course is designed to familiarize students with the projects,
activities, and systems that should be covered under an NPDES permit, and to
take them through the NPDES Phase II permit process.
The first portion of the course covers NPDES program history, regulations, and
enforcement. Next, techniques for proper construction site and municipal system
permit preparation are examined. Finally, special attention is paid to the supporting
documentation that may accompany permit applications,including stormwater management
plans (SWMs),stormwater pollution prevention plans (SWPPs),and erosion
and sediment control plans. Special attention is paid to the use,implementation,and
design of stormwater best management practices (BMPs).
